I'm pretty sure I'm not following this thread completely well but if you'll forgive a non-Italian coming into this mix...
The German company is Columbus Werke Fuerth near Nuremberg. They appear to have some connection to Meissner Schreibgeräte (which still exists -
http://www.meissner-schreiben.de).
Pen models with repeating numbers like 1010, 1515, 2425 and the like, are attributable to this company.
Nib imprints will sometimes read -
COLUMBUS
ROBUR
Ist QUAL.
As to whether their materials may have been sourced from Italy, that I cannot say but their manufacture was in their own factory.
